too defensive

Based on what I had read about pluralism by Congar, I thought this book might have some progressive, by Roman standards, insights into the role of the laity. Not so: of its five hundred and fifty pages, more seems to be devoted to the role of the 'hierarchical' priesthood than to the laity.
The author deprecates the view of the layman as one who kneels at the altar, sits beneath the pulpit and puts his hands in his wallet at the collection, but I am not convinced that he leaves us with anything more positive than this.
He writes that holiness, for the layman, is not to be achieved by retreat from the world but by active engagement in the world. Yes, but does this mean, as it seems to for Cougar, that the clergyman, achieves holiness by detachment from the world If so, how is the cleric equipped to minister to the laity so as to enable them to build God's kingdom on earth? He makes no mention of the worker priest movement of France. There seems to be a need to revive this, as the Anglican Church is doing, tentatively, in its NSMs. It is the robust members of the laity who seem, by Congar's admission, to 'keep the mission of the laity alive and who lead it. Why clergy, therefore?
Congar makes the right noises: the kingdom will not see a transfer from one sinking ship to a new vessel but will be the transformation of this world into the Kingdom of God and of his Christ, political action is necessary &c. but the whole tone is one of defensiveness, of fear of heresy, of the need for theological expertise on the part of the clergy to keep religion and praxis 'safe'.
He does say that the mission of the laity does not merely involve doing one's job well. There needs to be an element of prodigality, of festive celebration, otherwise the protestant work ethic takes over and workaholism becomes a meritorious form of Christian living. One does not feel, however, that Congar has ever faced the pressures involved in keeping down a lay job and being competent. It is all very well to say that Christianity is not an overcoat, to be hung up on a peg when entering the factory on Monday morning; he does not really spell out what it means to keep the coat on. It is not his job, apparently. The priest is to teach and preach the faith so that the laity have a firm grounding in it from which to work out its practical applications themselves in their own, secular situation. This sounds all very fine but the laity do not, normally, have sufficient grounding in the faith to be able to make links between it an the secular world. Neither the clergy nor the laity, it seems to me, are doing their job properly. We need to ordain laity who remain 'lay' in that they are working in the world rather than stuck in vicarage surrounded by old ladies, it we are to progress in understanding the secular implications of the gospel.
Mind you, Yves Congar was the first theologian to apply the threefold office of Christ — priest, prophet and king — to the laity by virtue of their baptism.
And after Vatican 2, Congar questioned the helpfulness of the lay-clergy distinction, wondering whether it ought to be replaced by a focus on the relationship between community and ministries in service of community
